The Republican strategy on the Waxman-Markey energy-environmental bill
is now clear. They are, each in turn, playing dumb, asking perfectly
legitimate questions that would be asked by first-year law students who
had never so much as observed a legislative committee hearing. They are
pretending great confusion as to the meaning of words and phrases in the
bill/amendments. They are sucking the legislative oxygen out of the
markup process, which will greatly extend the time needed to clear the
bill from committee.
The 3 Democratic chairman - Waxman, Markey and Chairman-Emeritus
Dingell, are in turn patiently answering these (stupid) questions with a
smile, clearly so that the Dems will be able to say we accommodated the
(stupid) Republicans and went out of our way to do so.
Welcome to Washington.
