What You Need to Know Now about the Smart Grid’s Neighboring Worlds

Every Smart Grid component —transformer, meter, air conditioner, power plant, electric car, solar panel, etc. —has a location on Earth. Every grid event or phenomenon —brown-out, demand variability, power surge, regulation, transmission loss, etc. —occurs within some time interval and at some location in space along the grid’s physical network. The same is true for every external event or phenomenon that affects the grid, such as weather alert or cyber-attack. Spatial parameters have significant impact in every scenario affecting the grid. Spatial parameters can include the following:

· Presence/absence

· Street address and property description

· Location within a building

· Region of aggregation

· Route

· Jurisdictional boundary

· Proximity to hazard

· Affected corridor

· Depth, elevation

· Temperature reading

· Loss per mile(The Power Brokers Admit To approx 8-9%)

· Time to reach a location



Get ready! The number of Smart Grid things that need to be located is about to expand exponentially as alternative generation moves to the fractal edge of the grid and as the inflow/outflow metering function and associated transactions enter our homes, businesses, cars, and mobile devices.



And look at the grid’s overlap with neighboring worlds! First responders, civil engineers, street crews, and many others will ask “where” questions that can only be answered through inter-process communication between the Smart Grid and systems created for other purposes.



The Geo-Interoperability Bridge Is Open



Until recently, most management processes did not fully leverage the power of location and time. Maps and then Geographic Information Systems helped decision makers, but these were essentially decoupled from other critical data used in the decision-making process. Today, open standards provided by the Open Geospatial Consortium (OGC) and other standards development organizations (SDOs) enable location information to be exploited across networks and in any system to support decision making. There’s a burgeoning market in loosely coupled clients and servers that can “publish, find, and bind” to discover, request, and provide whatever data or service is required to do a simple or complex task in any application.



Continuing “Where” Progress Requires SDO Coordination



Because “geospatial” is a cross-cutting issue, the OGC works with other SDOs and their members to prototype, test, and validate standards frameworks with multiple user communities. This often takes place in rapid development testbeds, pilot projects, and interoperability experiments. This work is bringing open standards for “where” into technology domains such as workflow, semantics, data quality, search, and digital rights management, and application domains such as air traffic control and hazard detection.



Since 1994, the OGC’s international membership has developed 28 implementation standards for communication between the diverse and complex systems used to record, process, and display information about the Earth. One for the Smart Grid is Geography Markup Language (GML), an XML extension that can encode all types of geospatial data and can also be scaled down for lightweight applications such as the GML application schema in the Internet Engineering Task Force (IETF) Presence Information Data Format (PIDF-LO) standard for location payloads. PIDF-LO, designed for communicating privacy-sensitive presence information, is being incorporated into numerous other Internet standards, including SIP. GML is already in the International Electrotechnical Commission (IEC) Common Information Model (CIM) standard.



Google submitted its KML encoding standard (which enables Google Maps and Google Earth users to add features and make modifications) into OGC, and KML Version 2.2 has been adopted as an OGC standard.



The buildingSmart alliance, a building industry SDO, develops the Industry Foundation Class (IFC) standards that accurately model buildings in 3D. buildingSmart's recent work with industry partners in an OGC testbed helped the industry prepare to move IFCs into the Web services world to perform functions that include energy analysis and describing in-building locations of Smart Grid devices.



OGC standards for Web-based discovery, access, and use of sensors and transducers, harmonized with IEEE Technical Committee 9’s “smart sensor” standards, are being used in the intelligence and defense communities because the standards perform well in secure environments. They are being used in emergency management and Home Land Security because they make it easy to leverage sensor feeds from a range of sources and because they are compatible with the guidelines of the Federal Geographic Data Committee, an interagency committee coordinating nationwide best practices and standards for government use of geospatial information for decision making and critical infrastructure protection.



NIST Will Need and Can Promote SDO Collaboration



In September, NIST will deliver a preliminary Smart Grid standards roadmap. Two enablers for the roadmap’s success are (1) prior ICT market acceptance of open Internet-based standards that address, among other things, IP-mediated description, location, and control of real world objects and (2) an evolving culture of SDO cooperation (in many domains, e.g. Web services, health care records and cybersecurity as well as Smart Grid). The quality of NIST’s recent Smart Grid partnerships and inclusive workshops, along with the agency’s open standards mandate and industry’s powerful economic motivation for involvement, bode well for NIST both leveraging and adding impetus to this culture of SDO cooperation.



Those of us in the standards business who have relevant experience with national and international standards harmonization, standards process optimization, interoperability testing, and SDO coordination owe it to our members and to future generations to work together to support NIST’s effort.

What is “Microgeneration”

Microgeneration, also called “micropower”, is the generation of zero or low-carbon electrical power by individuals, small businesses and communities to meet their own needs. The most widely-used microgeneration technologies include small wind turbines and solar power photovoltaic systems that have been promoted for decades as alternative sources of renewable energy. What is new, however, is the potential for micropower to move out of the alternative scene and be taken up on a wider, societal level, thus making a noticeable impact on energy policy. Because of technological advances, microgeneration now includes handheld solar and wind-power recharging devices for personal electronics, as well as advanced photovoltaic and wind-turbine products to power homes and factories.

Traditional “megapower” production of electricity is inefficient because traditional power stations are located far from the point-of-use. And the impact of such energy generation on global warming and other environmental factors has created a global movement towards reducing carbon emissions by getting “off the grid”.

Venture Leasing

The term venture leasing describes equipment financing provided by equipment leasing firms to pre-profit, early stage companies funded by venture capital investors. These startups, like most growing businesses, need computers, networking equipment, furniture, telephone equipment, and equipment for production and R&D. They rely on outside investor support until they prove their business models or achieve profitability. Fueling the growth in venture leasing is a combination of several factors, including: renewed economic expansion, improvement in the IPO market, abundant entrepreneurial talent, promising new technologies, and government policies favoring venture capital formation. In this environment, venture investors have formed a sizeable pool of venture capital to launch and support the development of many new technologies and business concepts. Additionally, an array of services is now available to support the development of startups and to promote their growth. CPA firms, banks, attorneys, investment banks, consultants, lessors, and even search firms have committed significant resources to this emerging market segment.

Where does equipment leasing fit into the venture financing mix? The relatively high cost of venture capital versus venture leasing tells the story. Financing new ventures is a high risk proposition. To compensate venture capitalists for this risk, they generally require a sizeable equity stake in the companies they finance. They typically seek investment returns of at least 35% on their investments over five to seven years. Their return is achieved via an IPO or other sale of their equity stake. In comparison, venture lessors seek a return in the 15% – 22% range. These transactions amortize in two to four years and are secured by the underlying equipment. Although the risk to venture lessors is also high, venture lessors mitigate the risk by having a security interest in the leased equipment and structuring transactions that amortize. Appreciating the obvious cost advantage of venture leasing over venture capital, startup companies have turned to venture leasing as a significant source of funding to support their growth. Additional advantages to the startup of venture leasing include the traditional leasing strong points --- conservation of cash for working capital, management of cash flow, flexibility, and serving as a supplement to other available capital.

What makes a ‘good’ venture lease transaction? Venture lessors look at several factors. Two of the main ingredients of a successful new venture are the caliber of its management team and the quality of its venture capital sponsors. In many cases the two groups seem to find one another. A good management team has usually demonstrated prior successes in the field in which the new venture is active. Additionally, they must have experience in the key business functions—sales, marketing, R&D, production, engineering, and finance. Although there are many venture capitalists financing new ventures, there can be a significant difference in their abilities, staying power, and resources. The better venture capitalists have successful track records and direct experience with the type of companies they financed. The best VCs have industry specialization and many are staffed by individuals with direct operating experience within the industries they finance. The amount of capital a venture capitalist allocates to the startup for future rounds is also important. An otherwise good VC group that has exhausted its allocated funding can be problematic.

After determining that the caliber of the management team and venture capitalists is high, a venture lessor looks at the startup’s business model and market potential. It is unrealistic to expect expert evaluation of the technology, market, business model and competitive climate by equipment leasing firms. Many leasing firms rely on experienced and reputable venture capitalists who have evaluated these factors during their ‘due diligence’ process. However, the lessor must still undertake significant independent evaluation. During this evaluation he considers questions such as: Does the business plan make sense? Is the product/ service necessary, who is the targeted customer and how large is the potential market? How are products and services priced and what are the projected revenues? What are the production costs and what are the other projected expenses? Do these projections seem reasonable? How much cash is on hand and how long will it last the startup according to the projections? When will the startup need the next equity round? These, and questions like these, help the lessor determine whether the business plan and model are reasonable

The most basic credit question facing the leasing company considering leasing equipment to a startup is whether there is sufficient cash on hand to support the startup through a significant part of the lease term. If no more venture capital is raised and the venture runs out of cash, the lessor is not likely to collect lease payments. To mitigate this risk, most experienced venture lessors require that the startup have at least nine months or more of cash on hand before proceeding. Usually, startups approved by venture lessors have raised $ 5 million or more in venture capital and have not yet exhausted a healthy portion of this amount.

Where do startups turn to get their leases funded? Part of the infrastructure supporting venture startups is a handful of national leasing companies that specialize in venture lease transactions. These firms have experience in structuring, pricing and documenting transactions, performing due diligence, and working with startup companies through their ups and downs. The better venture lessors respond quickly to lease proposal requests, expedite the credit review process, and work closely with startups to get documents executed and the equipment ordered. Most venture lessors provide leases to startups under lines of credit so that the lessee can schedule multiple takedowns during the year. These lease lines typically range from as little as $200,000 to over $ 5,000,000, depending on the start-up’s need, projected growth and the level of venture capital support. The better venture lease providers also assist customers, directly or indirectly, in identifying other resources to support their growth. They help the startup acquire equipment at better prices, arrange takeouts of existing equipment, find additional working capital funding, locate temporary CFO’s, and provide introductions to potential strategic partners--- these are all value-added services the best venture lessors bring to the table.

What is the outlook for venture leasing? Venture leasing has really come into its own since the early 1990s. With venture investors pouring tens of billion of dollars into startups annually, this market segment has evolved into an attractive one for the equipment leasing industry. The most attractive industries for venture leasing include life sciences, software, telecommunications, information services, medical services and devices, and the Internet. As long as the factors supporting the formation of startups remain favorable, the outlook for venture leasing continues to look promising.

It has been a rough economic year for the city of Boston. The most recent case in point: a flap has erupted between Gov. Deval Patrick and officials in charge of the Franklin Park and Stoneham zoos. Patrick, faced with daunting budget shortfalls due to the current recession, has been compelled to slash public funds almost across the board. The Franklin Park and Stoneham zoos, beloved by generations of city residents, announced the budget cuts would force them to close, and worse, would force them to euthanize many of the animals in their care.

Patrick was obliged to release a statement saying no, no, we're not killing any animals, after the Boston Herald carried a front-page photograph of Little Joe, a gorilla housed at Franklin Park, beneath a gigantic block-lettered headline reading, "PLEASE DON'T KILL ME."

Yeah, it's been that kind of year in Beantown.

The city, ancient by American standards, has been plagued with a crumbling infrastructure and moldering façade for some time now, with huge swaths of the state budget given over to holding everything together with spit, bailing wire and used chewing gum. Just this past Monday, vibrations from trolley cars on Huntington Avenue caused slabs of concrete from a roof cornice to fall off a Northeastern University building and crash onto the sidewalk below.

Miraculously, there were no injuries, but everyone in the city spent the following Tuesday looking up at the buildings around them to make sure nothing heavy was hurtling towards their heads. Add that to the massive graft and waste that comes with a city run by one of the oldest old-boy networks on the continent, combine it with the darkest recession we've seen in almost 100 years, and you've got a nifty little recipe for municipal blight on an epic scale.

While Boston certainly has some unique difficulties along these lines due to its advanced age and incredible corruption, the problems being experienced here are happening to one degree or another in every city, town and hamlet in the country. Repairs to infrastructure on both a state and federal level have been neglected for a very long while now, and this grim new economic reality has left thousands of municipalities in a terrible bind: they don't have the money to fix all this stuff, but if this stuff doesn't get fixed, the economy will be damaged even further.

But a funny thing started happening in Boston several weeks ago: The stimulus money kicked in.

The Obama administration's American Recovery and Reinvestment Act, signed into law this past February, apportioned nearly a trillion dollars for national improvements in education, health care, unemployment benefits, tax relief and infrastructure. The Act was, and remains, a highly contentious subject for Republican opponents of President Obama. Lately, newspapers and news channels have been flooded with GOP spokespeople crowing their opinion that the stimulus was a failure, and this failure is proof positive that Obama cannot be trusted to govern responsibly.

Kevin Hassett, an economist for the ultra-conservative American Enterprise Institute and former adviser for John McCain's failed 2008 presidential run, penned an article for Bloomberg this past week that was representative of this criticism. "While the president's favorite partisan economists held hands and chanted in unison from the Keynesian prayer book," wrote Hassett, "Warren Buffett captured the mood of the American people when he said that the first stimulus package 'was sort of like taking half a tablet of Viagra and then having also a bunch of candy mixed in.' The simple arithmetic of the February stimulus suggests that Buffett got it wrong. It wasn't half a tablet of Viagra with candy; it was a tiny dose of a mysterious herbal remedy, with a stick of sugarless gum ... That's a big reason why the economy still stinks."

If Mr. Hassett took a walk around Boston, however, he might be forced to change his tune. There is construction work going on all over the city right now; one cannot walk two blocks without coming across cranes, pavers, diggers, hard hats and paint details. Virtually the entire city is undergoing a magnificent transformation: Roads that have been hellishly potholed for decades are being completely repaired, cracked and crumbling sidewalks are being ripped out and remade, everything is getting a new coat of paint, and a whole lot of blue-collar workers are drawing paychecks for the first time in a while.

In short, the stimulus has come to Boston, big time.

Recessions are tricky things. There are a zillion economic-textbook reasons why they come, why they stay and why they go. The most intangible factor in the depth and duration of any recession, however, cannot be quantified or predicted: mood. If people start to feel better about how things are going, whether or not their wallets actually show it, the economy improves. The recession that hit during G.H.W. Bush's administration, for example, started to lift almost immediately after the election of President Clinton. Clinton didn't do anything in particular besides win, but the arrival of a fresh face after 12 years of octogenarian conservatives in the Oval Office sparked an elevation of public optimism that became the beginning of the end of that recession.

President Obama, it appears, understands this phenomenon quite well. People in Boston are going to see their elderly old town in a whole new, better light once these projects have been completed. The money paid to the workers is going to boost the economy, like it always has before. These repairs are going to dramatically diminish the state's municipal repairs budget, which will free up funds and ease its economic burdens.

This grumpy old town is going to have a fresh new face before the snow flies, and people are going to feel better about the future because of it. The stimulus money may not yet be working this odd civic magic everywhere in the country, but it's coming. In Boston, it's happening right before our eyes, and it's a hell of a thing to see.

I volunteer at the stone zoo, mentioned in this article. My aim is to get a "paying" job with them (quotes are because anyone working at a zoo makes less than a vending machine). However this stimulus came with a mighty string attached for us: it was specifically forbidden to spend a cent of it on zoos. So the state is telling the zoos to trim budget money however they have to. Since the animals are already getting the bare minimum, we the workers are getting the shaft. People who have been there 20 years, making $12/hr at the highest levels of animal care, are probably going to see their health care slashed. Because of our lovely gun-to-the-head insurance law, these people cannot ditch coverage they can't use or need to afford frills like food and rent. The stimulus may be making superficial improvements around here but as usual, the bottom of the ladder is being told it's nothing but a stepping stool for the higher rungs. And we who shovel animal crap for what passes for a living really get a demonstration of what our elite lawmakers think of us.

It started with a California dream: a sprawling Corning ranch run almost entirely by alternative energy. Four years ago, Ray and Brenda Borel bought a wind turbine from a Chico company called Evergreen Development.
Soon their green vision had them seeing red.
“I'm worried to even give it away because it might break apart and kill someone,” Ray Borel said.
The more work then Evergreen Development owner Scott Jackson did, the less the Borels trusted him. When he wanted them to pay for their wind turbine up front, they refused to fork over any more cash.
So they said Jackson walked off the job, leaving them with what they call a $130,000 lawn ornament.
The Borels’ story is not unique.
Judy Kaub took out a second mortgage on her Shingletown house to install wind and solar power systems, she said. She also hired Evergreen to get the job done and said she paid a deposit of more than $34,000.
Part-way through the project, she said Jackson told her the total cost of the job had gone up more than $20,000. When she refused to pay, she said Jackson left the job.
Kaub filed a complaint with the Contractors State License Board but lost the case.
Jackson is managing a new renewable energy company, Powershacks Incorporated. It's located in the same building as his old company, the bankrupt Evergreen Development.
Jackson defended the work he did under the old company, saying it was Shasta County’s regulations that required him to use different wiring on Kaub's project. And that added extra cost. He said he needed Kaub to foot the bill to move forward with the project.
“I guess I probably couldn't afford it at the time,” Jackson said.
As for the Borels, Jackson said they were the ones who couldn't afford to pay for their wind turbine heads. He didn't want to cover their cost.
“When it came time to order the last two turbine heads, they weren't going to pay for them,” Jackson said. “We're not a finance agency, so we abandoned the project and we certainly weren't going to pay for their projects and trying to sue them to get the money.”
Instead, the Borels sued him.
A Tehama county judge ruled in February 2008 that Jackson was working illegally without a contractors license, that the equipment left behind was worthless, and if the Borels” wanted a wind turbine, they would have to start from scratch.
So, the judge awarded the Borels more than $230,000. The Borels say they have yet to see a cent from Jackson, who said he doesn't have to pay the Borels because his old company, Evergreen, went bankrupt.
The Borels said they are challenging Jackson's bankruptcy in court.
“Whether or not I get the money back or not, I refuse to let him to stay in business and to keep doing this to other people,” Brenda said.
We did speak with one family who says it is completely satisfied with Jackson's work, and other people continue to hiring him.
The CSLB says because of the information provided by KRCR, the CSLB has launched its own investigation and will be contacting local building officials.

TANC commissioners this morning unanimously approved unplugging planning for a proposed 600-mile long power line.

The decision cheered local property owners who have been fighting the power line since they learned late this winter the Transmission Agency of Northern California was going to consider running the transmission corridor through or near their land.

TANC general manager Jim Beck had recommended that the consortium of municipal utilities end planning for the line. That planning had started in October 2005.

TANC officials have said Northern California needs more transmission to tap renewable energy that may one day be developed in the Lassen County area, improve power grid reliability and reduce transmission costs. TANC members, including Redding, must get 20 percent of their energy from renewable sources by 2020, under current legislation.

The decisions by Sacramento Municipal Utility District, Modesto Irrigation District and Turlock Irrigation District to pull out of planning has made it financially impossible for that planning to continue, Beck said.

Over one dozen STOPTAC activists listened to the decision from the Enterprise Conference Room at Redding City Hall. Shasta County Supervisor Les Baugh and Redding City Council member Dick Dickerson also attended.

About a dozen other members from the public attended the teleconference in Sacramento and Lodi.

Baugh and all the STOPTANC activists asked the commission to terminate the power line, end the environmental review process, take the project off the federal register and remove the Western Area Power Administration (WAPA) from the planning process.

The conference room erupted in cheers when TANC commissioners participating in the transmission line voted by roll call to end the project that has galvanized opposition from property owners in the proposed path.

Redding Electric Utility was by far the smallest of the five participants in the power line, which would have run from Lassen County to Silicon Valley with a spur into the Sierra Nevada foothills north of Yosemite.

TANC officials were unsure whether WAPA, a Denver-based federal agency that wholesales hydroelectric power throughout the west, will continue planning for a power line in Northern California. That uncertainty left some STOPTANC activists uneasy.

Dennis W. De Cuir, attorney for TANC, said property owners in the proposed power line path can rest assured that TANC will no longer continue environmental studies for the project and has no plans to resume. But, he said, he could not speak for WAPA.

WAPA officials were not immediately available for comment this morning.

There is no shortage of threats to our economy. America's unemployment rate recently hit its highest mark in more than 25 years and is expected to continue climbing. Worries are widespread that even when the economy finally rebounds, the recovery won't bring jobs. Our nation's debt is unsustainable, and the federal government's reach into the private sector is unprecedented.

Unfortunately, many in the national media would rather focus on the personality-driven political gossip of the day than on the gravity of these challenges. So, at risk of disappointing the chattering class, let me make clear what is foremost on my mind and where my focus will be:

I am deeply concerned about President Obama's cap-and-trade energy plan, and I believe it is an enormous threat to our economy. It would undermine our recovery over the short term and would inflict permanent damage.

American prosperity has always been driven by the steady supply of abundant, affordable energy. Particularly in Alaska, we understand the inherent link between energy and prosperity, energy and opportunity, and energy and security. Consequently, many of us in this huge, energy-rich state recognize that the president's cap-and-trade energy tax would adversely affect every aspect of the U.S. economy.

There is no denying that as the world becomes more industrialized, we need to reform our energy policy and become less dependent on foreign energy sources. But the answer doesn't lie in making energy scarcer and more expensive! Those who understand the issue know we can meet our energy needs and environmental challenges without destroying America's economy.

Job losses are so certain under this new cap-and-tax plan that it includes a provision accommodating newly unemployed workers from the resulting dried-up energy sector, to the tune of $4.2 billion over eight years. So much for creating jobs.

In addition to immediately increasing unemployment in the energy sector, even more American jobs will be threatened by the rising cost of doing business under the cap-and-tax plan. For example, the cost of farming will certainly increase, driving down farm incomes while driving up grocery prices. The costs of manufacturing, warehousing and transportation will also increase.

The ironic beauty in this plan? Soon, even the most ardent liberal will understand supply-side economics.

The Americans hit hardest will be those already struggling to make ends meet. As the president eloquently puts it, their electricity bills will "necessarily skyrocket." So much for not raising taxes on anyone making less than $250,000 a year.

Even Warren Buffett, an ardent Obama supporter, admitted that under the cap-and-tax scheme, "poor people are going to pay a lot more for electricity."

We must move in a new direction. We are ripe for economic growth and energy independence if we responsibly tap the resources that God created right underfoot on American soil. Just as important, we have more desire and ability to protect the environment than any foreign nation from which we purchase energy today.

In Alaska, we are progressing on the largest private-sector energy project in history. Our 3,000-mile natural gas pipeline will transport hundreds of trillions of cubic feet of our clean natural gas to hungry markets across America. We can safely drill for U.S. oil offshore and in a tiny, 2,000-acre corner of the Arctic National Wildlife Refuge if ever given the go-ahead by Washington bureaucrats.

Of course, Alaska is not the sole source of American energy. Many states have abundant coal, whose technology is continuously making it into a cleaner energy source. Westerners literally sit on mountains of oil and gas, and every state can consider the possibility of nuclear energy.

We have an important choice to make. Do we want to control our energy supply and its environmental impact? Or, do we want to outsource it to China, Russia and Saudi Arabia? Make no mistake: President Obama's plan will result in the latter.

For so many reasons, we can't afford to kill responsible domestic energy production or clobber every American consumer with higher prices.

Can America produce more of its own energy through strategic investments that protect the environment, revive our economy and secure our nation?

Yes, we can. Just not with Barack Obama's energy cap-and-tax plan.

Now she's positioning herself as the face of the conservative attack against clean energy, against the Clean Air Act—even against the creation of millions of new jobs in solar and wind.4

But wind and solar create more than twice as many jobs as coal and oil.5 Clean energy is the only way to make America's economy competitive in the 21st century.
