Derrick: I don't think it was mentioned during the campaign, but it did come up during the House debate. Some members love it, but politically it has very limited support. Waxman and Markey did yeoman's work to get a bill passed that still has a robust emission reduction target in it. With a 17% emission reduction goal by 2020, that goal is stronger than what Obama campaigned on during the election (14% reduction by 2020).
it isn't that the CO2 cap and trade is impossible compared to an SO2 cap and trade. The issue is that it is just magnitudes bigger and with vastly more money involved than the SO2. It's like comparing the organization behind your local kids' tee-ball league to Major League Baseball. Same concept, just amped up to such a big scale as to make a whole new set of problems to deal with.
For me, the idea is to keep my eye on the prize...the underlying emission reduction goal and whether or not the bill can realistically achieve its own goal. In this case, the goal of a 17% redcution by 2020, and an 83% reduction by 2050 (more than the IPCC's recommendation of 80%) is the clincher for me. We're not going to have a more favorable political climate next year (Congressional election year), and certainly not the following year to do this kind of legislation. Starting over with all the same members makes no sense - I can't believe that anyone seriously entertains the idea that if you put the same people in the room to work on the same issues, that anything vastly different from Waxman / Markey would emerge. So it isn't perfect, but it is a step forward and for me, that makes it worthy of support.

How could a successful cap and trade program be created for SO2, but doing so for CO2 remain an impossibility?


I need input from the experts on this. I am seeking a political position to support and I would prefer that my efforts not be in vain.
