The September oil import numbers have been released and the news is not good. According to the Energy Information Administration of the U.S. Department of Energy, we imported 357 million barrels of oil in September at a cost of $25 billion. We imported 63 percent of the oil we used in September which is up three percentage points from August.

Energy efficiency is one solution to reducing our foreign oil dependency. October is Energy Awareness Month and I want to hear what you're doing to be more energy efficient. We just launched a new tool on the Pickens Plan website where we can all share ideas for being more energy efficient - click here to to share your story.

If you're on Twitter, you can also share your story with me there @pickensplan or on Facebook at www.Facebook.com/PickensPlan.

One thing I'm doing to be more aware of my own energy usage is to drive a car that runs on natural gas. Click here to check out a photo of me leaving the office in my Honda Civic GX - it's a nice ride!

Also, click here to view the latest BooneCam in which I talk about how I learned to be more aware of my own energy usage at a young age.

While we need to keep pursuing legislation to reduce our dependence on foreign oil, being more energy efficient is something we all can start doing right now.

Please donate today: http://www.causes.com/donations/select_donation_method?m=5f909513&cause_id=72

The contest rules are simple. Whichever cause gets the most donations (that's number...not total dollar amount) between now and November 7 wins. Each person can donate once per day. There's also a daily $1000 and $500 prize.

Each of us has tons of friends on Facebook, and we can ask them to make a small donation to our cause. But let's think big too! Put our cause in your email signature, throw a party and get people to donate through the cause when they enter, or organize other people to go out and fundraise from all of their friends? When reach out to your network, be sure to tell them why this cause matters to you. The possibilities are endless so let's talk about what we can do to win on the Wall of the cause or by replying to this bulletin.

I think we can do it! But it's going to take all of us. Check out the Giving Challenge (www.causes.com?m=5f909513), then visit our cause to see how we're doing so far and get involved.

Iran's Supreme Leader Ayatollah Ali Khamenei Rumored Dead

According to numerous rumors, Iran's Supreme Leader Ayatollah Ali Khamenei reportedly died on October 14, 2009, of natural causes. The formal announcement is expected by some to be made tomorrow morning, October 15, 2009.[1] Three years ago there were similar rumors which turned out to be false. He is currently 70 years old.

According to some Iran analysts, Khamenei has maneuvered to position his son, Mojtaba Khamenei, as his successor. Khamenei has increasingly been described as the "Ali of our times" in the official media - a reference to Ali, the Shia imam who passed on the position to his son Hassan.[2]

The power of the Supreme Leader

The Supreme Leader is Iran's most powerful figure and its spiritual leader. According to the Islamic Republic's constitution, the president is Iran's second highest official after the Supreme Leader.[3] Khamenei was chosen to be Supreme Leader by an assembly of senior clerics (the Assembly of Experts).[4]

The Supreme Leader has the final word in all political and religious matters.[5] He is the figurehead of the conservative establishment in Iran. The Supreme Leader's authority includes the right to name the heads of the elite Republican Guards, the judiciary and state television. He has indirect power to vet parliamentary candidates.[6] He can confirm or dismiss a sitting president. He maintains strict control over Iran's media and regularly censors or shuts down independent newspapers and international websites.[7] He further appoints key posts in the intelligence services and the armed forces, including the Islamic Revolutionary Guard Corps

The 15 Hottest Hubs for Cleantech Jobs and What They Pay: Report

800px-Flat_Holm_PV_solar_array_near_FarmhouseGreen jobs have become a sort of mantra of late among the political left, with supporters looking to clean-energy sectors to produce companies hungry for new hires and help ease the pain of the economic downturn. Today research firm Clean Edge, known among other things for its annual Clean Energy Trends reports, weighed into the discussion with the release of its first report on employment titled “Clean-Tech Jobs Trends 2009.”

While some of the findings shouldn’t astonish — solar, smart grid and biofuels are three of the fastest expanding cleantech sectors — others like the 15 hottest U.S. metropolitan areas for clean-energy jobs and a listing of median salaries for a range of cleantech work provide interesting insight.

Given Clean Edge’s consistent bullishness on cleantech, it’s no surprise that the report is broadly optimistic about the sector’s capacity to create jobs in coming years. According to the authors, the current economic crisis could accelerate the transition to a clean-energy economy and major global trends — increasing action on carbon emissions reduction, lessening dependence on volatile fossil fuel prices and supplies, growing government leadership on clean energy — point to “huge potential growth” in cleantech employment. The number of jobs created could be in the “millions” in a wide range of cleantech sectors, but the report does not forecast more specific growth numbers or give a timescale for when those “millions” of jobs might be created. (The Clean Edge report does cite a recent Pew Charitable Trusts report that found cleantech jobs grew 9.1 percent from 1998 to 2007, compared with 3.7 percent growth for all U.S. jobs.)

The top five sectors for U.S. cleantech job activity — based on a combination of job placements, postings, and public and private investments — are solar; biofuels and biomaterials; conservation and efficiency; smart grid; and wind power, according to Clean Edge. But the report lists other key sectors, grouped under four categories, in which cleantech jobs are now emerging (see the chart below, courtesy Clean Edge).
top CT sectors image

Clean Edge worked with PayScale, a publisher of work-compensation data, to conduct a survey to determine median salary and wage compensation for a range of cleantech jobs. See the report (available for free as a PDF download), for a more comprehensive overview, but a sampling of salaries include: energy auditor for green buildings ($48,500 median pay); mechanical engineer for electric vehicles ($63,600); and solar energy systems designer ($42,600). Interestingly, the highest median salary listed was for project developers of renewable energy ($106,000) and the lowest was for insulation workers ($36,100).

Where are all these jobs being created? Clean Edge evaluated current and historical job postings, early stage and public market investment activity, cleantech job presence, and clean-energy patent activity to come up with the top 15 U.S. metropolitan areas for cleantech jobs (see list below). But the report notes that “the cleantech revolution is a highly dispersed phenomenon” and that no single place or region will control any one cleantech sector. Some “centers of expertise” not a part of the top 15 include Toledo, Ohio, for solar PV manufacturing and St. Louis, Mo., for green building design services.
tops metro areas

The report’s authors see five major trends reshaping the cleantech jobs landscape. Those trends include energy efficiency (some related jobs: green building, architect and insulation installer); an aging work force, especially at electric utilities, with rising retirement rates (some related jobs: wind energy technician and solar thermal generation specialist); an increasing number of cleantech educational initiatives with opportunities for students and instructors; the movement of manufacturing jobs closer to end-use markets (some related jobs: solar fabrication technician and wind turbine generator builder); and the smart grid build-out (some related jobs: advanced metering engineer and grid application systems analyst).

The end of the report lists a number of resources, such as books, news sites, conferences, career fairs, job boards, training sites and networking organizations. The accumulation of all this information into one, freely accessible document should be welcome news for any cleantech job hunter.

This is a very useful report to get an overview of where the cleantech sector is heading in the United States.

I am not surprised San Francisco is at the top of job activity. When attending green events here you can truly feel the energy of having so many passionate like minded professionals together. There also seems to be more people actually employed in the green sector versus events in other cities where people want to be employed in this emerging economy. The level of discussion at these events is also getting beyond defining and explaining sustainability amongst ourselves. It seems to be moving into the direction of actually highlighting ways to solve what could be considered the more boring “traditional” business issues. This is excellent because this means we have functional businesses actually solving environmental issues, not just aspirations to make a difference.

Quick note, the majority of my peers still in college are already looking at living in cities like San Francisco and Boston because of the density of cleantech companies there. It may be difficult for other growth oriented “new” cities like Atlanta (my hometown) to try and catch up to the momentum of these current cleantech hubs.

Colleges face need for greener classes
By Kathleen Carroll | McClatchy Newspapers

HACKENSACK, N.J. — Students on college campuses are clamoring for environmentally friendly classes, all the better to prepare for an expected wave of green-collar jobs.

“Students are very interested in sustainability issues,” said Ramapo College (N.J.) President Peter Mercer. “It starts in their own lives, with recycling and their own use of resources. That, in turn, has led them to focus on sustainability in the job market.”

It’s more than solar panels and installing the latest water-filtration system. Students at all levels of higher education are combining environmental concerns with science, technology and political know-how to prepare for the changes ahead.

Anticipated new “green” jobs will range from construction and architecture to legal services and government. As the U.S. pours billions into sustainable construction – including through the fiscal stimulus package – such employment is expected to grow. One estimate, by the U.S. Conference of Mayors, projects 4.2 million green jobs nationwide by 2028, compared with750,000 today.

At Bergen Community College in Paramus, N.J., a new catalog declares “Bergen Goes Green.”

The school partnered with a local electrical workers union to create a solar-energy class to teach licensed electricians to install and service solar panels. Bergen also has introduced classes in energy-efficient home construction and sustainable interior design, said Walter Hecht, the school’s dean of continuing education.

A new four-week class aimed at real estate agents and home inspectors covers the state’s environmental rules, including lectures on underground storage tanks, radon testing and off-gassing from those sought-after granite countertops. The college will soon offer test-prep classes for contractors who want to be certified in environmentally sensitive “LEED” building practices.

Interest is high, Hecht said.

“The federal government has put an emphasis on it for stimulus dollars, and people want to be on that cutting edge,” he said. “The technology is changing so quickly, and it’s hard for people to keep up on their own. These are new skills that they need. Their customers are asking for this.”

The New Jersey Institute of Technology in Newark recently created a “green careers” database and job search for its career services department. Students can click through all 100-plus college majors to search what green careers they lead to, as well as search listings of current jobs.

“Our students are interested in green everything,” said Gregory Mass, executive director for career development services at NJIT. “The students who come here are very career-minded, and this really has become a way of life and a value that they hold very much that carries forward into their life’s work.”

Student Lori-Ann Sciachitano, 28, is finishing up a degree in science, technology and society at NJIT in Newark. She said her classmates are going green, with an eye on the job market.

“Green technology is the future of technology,” she said. “If we’re not taught the most leading technologies, we’re not going to be able to compete with students who are.”

Students engaged in postgraduate study also are combining hard science with the social sciences in new “sustainability” degree programs. Sustainability science studies the interaction of humans and their environment in the hopes of influencing business practices and public policy.

The goal: graduates who can link human practices with their ecological effects and handle new business and government demands for sustainable practices. Such practices provide goods and services without degrading natural resources, such as by using efficient new technologies, non-polluting manufacturing processes or easily replaced materials.

Ramapo, in Mahwah, N.J., is about to open a new sustainability education center on campus, and is awaiting approval for a new master’s degree in sustainability studies. Kean University in Union recently introduced a new bachelor’s degree in sustainability. And at Montclair State University in Little Falls, officials are developing new undergraduate and graduate programs in sustainability science.

Doctoral candidates there recently began a new Ph.D.program in environmental management.

“We humans are interested in maintaining our way and quality of life – but how do we balance our ecology and economy?” said Michael Weinstein, director of the Institute for Sustainability Studies at Montclair State University in Little Falls.

“The big issue for this century is reconciling human use of natural resources with the ability of the natural ecosystem to provide those resources.”

Lois Kazakoff: A look at the Bay Area jobs future

In the second of The Chronicle's symposia on the effect of joblessness on the Bay Area, panelists cautioned us that all is not doom and gloom but that the state and the region's employers need to invest more in retraining.

The Bay Area has weathered serious, economy shifting, downturns before -- the decline of the defense industry in the 1980s and the dot-com bust in the '90s -- and rebounded. "The amazing thing about California is how resilient it is," said Clair Brown, a UC Berkeley economist in focuses on technology in her research. Yet large employers worry that as Baby Boomers retire, there will not be the young folks with the skills to take over. Brown says that is because large firms quit offering training and retraining. "Companies have created this crisis themselves."

Future jobs will arise in technology, health care, biotechnology, life sciences and the hospitality industries, as well to a lesser degree in the much-vaunted "green" sector. But not immediately.

Todd Miller, a self-described serial entrepreneur, reminds that job seekers can't rely on traditional sources for employment and that "entrepreneurialism" has to be an aspect of the economic recovery. That is, if you can't find a job, you will have to create a job for yourself -- something relatively easy when a laptop computer and a cell phone form a virtual office.
A few highlights of the symposium:

-- While big employers bemoan the abysmal math and work skills of potential employees here, the two areas in the country with the highest skill level are: No. 1 San Jose and, No. 2 San Francisco, according to UC Berkeley economist Enrico Moretti.

-- Future jobs will require training and retraining of workers just as state budget cuts are undermining capacity at community colleges, state universities and the University of California to train workers. "State government is affecting employment in a very bad way," said John Grubb of the Bay Area Council.

-- Local employers predict a "silver tsunami," with hundreds of Baby Boomers retiring, opening up jobs for younger workers.

-- There are high-level jobs and low-level jobs, but there are no jobs in the middle -- especially middle-class, mid-skill level jobs that lead to career jobs. "The goal is to bring back well-paid blue-collar jobs," said Dorothy Chen, director of the Workforce Investment Board in Alameda County.

The next and final symposium will be held Oct. 28. It will focus on what we need to do as a community to get to these jobs of the future.

As long as California continues to penalize success by increasing taxes and overburdens businesses with strict environmental regulations , jobs will continue to be shipped to the other states or overseas.

We are 48th in K-12 education. We will need to keep importing brains from India, China, Russia, ect..... to keep innovation alive. Our so called "future" latino population is not on path to fill the jobs necessary in either maintaining a super state, nor advancing it in the areas of technology innovation. The future majority simply isn't graduating enough people in the area of science and there is no evidence to suggest this will change any time soon. Such a shame.

The problem is not illegal immigrants or strict environmental regulations, but the way in which our political system is structured, using ballot measures that overburden the state budget. It is time for the legislators to do their jobs, and that goes for the governor too.

I don't know about the part regarding the rebound after the "dot-com bust in the '90s", since it appears to have been fueled by a debt-laden housing bubble.

At least the dot-com madness involved fools and their own money. This latest one had people taking out teaser-rate loans on wildly overpriced assets.

Which one sounds more dangerous and likely to have lasting spillover? Which one involves direct government bailouts of the worst banks and other offenders? Asking these questions answers them.

awarshirt: you have no idea what you're talking about. It's all the banks fault? Wrong. Blame starts with politicians. Plenty of bank CEOs LOST their jobs. Whoever got TARP money is PAYING IT BACK, WITH INTEREST! "They raise interest rates"?? Who is "they"? And interest rates have come DOWN, not gone up! Don't post until you do some homework.

He is correct IF we do not get the renewable energy parts right, in part because we are one of the dirtiest, most lax states around, ranking SEVENTH in the world in greenhouse emissions - that is right up there just behind the US, china, brazil, etc. we need to clean up our act here more than many states.

but there are also studies that we pay a HUGE cost for our dirty air - around $63 billion per year in the DFW area alone due to the effect on people.

Raising oil-industry taxes would cost jobs in Texas

The following op-ed by Senator Cornyn was published in the Houston Chronicle, and can also be accessed here.
The oil-and-gas industry helps power the U.S. economy, especially here in Texas. More than 300,000 Texans work in the industry. They generate nearly 7 percent of the wages in our state, despite being only a little more than 3 percent of our workforce.
More than 90 percent of the wells in our country are operated by small and independent businesses, and even the major energy companies rely on small businesses as suppliers and contractors. Together these workers and businesses help reduce our dependence on foreign oil and contribute to the diversity of energy resources that we will need for decades to come.
Domestic oil and gas production is part of America's energy solution, but many in Washington see the industry as part of the problem. As a member of the Senate Finance Committee, I heard the Obama administration testify this month that our domestic oil-and-gas industry actually reduces our long-term energy security. In their view, our industry is guilty of overproduction, at a time when 60 percent of our oil comes from foreign sources.
To attack overproduction, the White House wants to repeal nine oil and gas incentives that encourage our entrepreneurs to develop America's natural resources and create new jobs. By doing so, the administration would impose more than $30 billion in new taxes over 10 years.
Texans would pay the biggest share of that bill, and some might pay by going out of business. For example, independent refineries must make the same large capital investments as their global competitors, while operating on much thinner profit margins. Raising taxes now could end their ability to compete and send more Texans to the unemployment line.
Higher taxes would cost jobs here in Texas and weaken our nation's strategic position overseas. The less oil and gas we produce here, the more dependent we are on foreign suppliers. And no matter which suppliers we choose, unfriendly regimes like Iran and Venezuela would claim a larger share of the global energy market.
In addition, U.S. private businesses would be further disadvantaged compared to their state-owned competitors, such as Russia's Gazprom and Brazil's Petrobras.
The White House has ignored strategic and economic reality and elevated liberal ideology. Despite identifying a goal we all share " the diversification of America's energy supplies " they have pursued a more statist agenda in pursuit of “the greatest social return.” But raising taxes on our oil and gas producers won't produce the return we want. Instead, we would only weaken our energy security, force many businesses to close or lay off workers and lengthen the longest and deepest recession in a generation.
Texans understand that we must develop all potential sources of energy, and we also understand the right way to do it. Thanks to economic incentives and private investment, Texas now has more than 8,000 megawatts of installed wind capacity, more than twice that of any other state.
We've also strongly supported the construction of new nuclear power plants, which emit zero greenhouse gases into our atmosphere. The entrepreneurial spirit, rather than government command and control, remains the key to technological innovation, as well as greater job growth for all of us.

Department of Energy still pushing for modernizing nuclear bombs; judge orders release of Guantanamo detainee; senators introduce climate bill; top US envoy loses UN post; Michael Moore warns Blue Dogs on health care; remembering Matthew Shepard; Le Monde on US moral standing; and more...

US Nukes Agency Pushes New Bomb Production
http://www.truthout.org/093009R?n
Matthew Cardinale, Inter Press Service: "Despite statements by US President Barack Obama that he wants to see the world reduce, and eventually eliminate, nuclear weapons, the US Department of Energy's National Nuclear Security Administration continues to push forward on a programme called Complex Modernisation, which would expand two existing nuclear plants to allow them to produce new plutonium pits and new bomb parts out of enriched uranium for use in a possible new generation of nuclear bombs."

Judge's Order to Release Kuwaiti Detainee Puts Obama in a Bind
http://www.truthout.org/093009S?n
Carol Rosenberg, McClatchy Newspapers: "A year ago, an Air Force prosecutor swore out charges of conspiracy and providing material support to a terrorist organization against Fouad al Rabia, a 50-year-old Kuwaiti aviation engineer who was seized by US forces in Afghanistan nearly eight years ago. Now a US district court judge in Washington has ordered him released from the Guantanamo military prison, saying the government has presented no evidence of his guilt. The decision, recently made public in a redacted form, not only casts a harsh spotlight on the kind of evidence Pentagon prosecutors were relying on to bring a war crimes charge against Rabia, but also leaves the Obama administration with a dilemma."

Senators Unveil New Climate Change Bill
http://www.truthout.org/093009T?n
Renee Schoof, McClatchy Newspapers: "On a stage in front of the Capitol with a giant American flag behind them, a group of senators Wednesday unveiled a new climate bill that they say will increase jobs and reduce the billions spent on foreign oil. The bill's framework is similar to one that squeaked through the House in June. It orders mandatory reductions of heat-trapping gases by large companies and provides incentives and support for clean energy. It goes further, however, with more support for continued use of coal but with the emissions greatly reduced, and for increased reliance on nuclear power and natural gas."

Top US Envoy Removed From Afghanistan UN Job
http://www.truthout.org/093009U?n
Peter Graff, Sayed Salahudding and Maria Golovnina, Reuters: "America's top diplomat at the UN mission in Afghanistan has been removed from his post following a row with his European boss over the country's presidential election, a UN official told Reuters on Wednesday. Peter Galbraith, deputy to UN special envoy Kai Eide, had taken an aggressive and outspoken line toward fraud in the August 20 vote, angering his Norwegian boss who has preferred to operate behind the scenes."

Michael Moore Tells Democrats: "Find Your Spine" on Health Care
http://www.truthout.org/093009V?n
Markham Heid, Medill News Service, McClatchey News: "Sans video camera, filmmaker Michael Moore on Tuesday turned his megaphone on the current health care system and those Blue Dog Democrats he claims are 'dogging' the health care debate. Moore, an advocate of a single-payer, government-run health care system, called the current setup 'cruel,' and said that two-thirds of Americans support a single-payer system and would punish those Democrats who steer the conversation away from that option. 'To the Democrats in Congress,' Moore said, 'find your spine. Read the polls. And see us coming.'"

Deb Price | Remembering a "Very Human Life" Cut Short by Hatred
http://www.truthout.org/093009W?n
Deb Price, Truthout: "On a cold night 11 years ago, a 21-year-old University of Wyoming student was lured into a pickup truck and driven to the outskirts of Laramie, where as he begged for mercy, he was tied to a fence, kicked and pistol whipped so brutally that he lapsed into a coma. He later died. He was a victim of hatred. He was also his mother's treasure. And Matthew Shepard's horrible death forced much of our nation to look at how anti-gay prejudice can explode into violence."

Le Monde | "Gitmo" Again
http://www.truthout.org/093009X?n
Le Monde's editorialist writes (French Translation: Leslie Thatcher): "January 22, on the second day of his presidency, Barack Obama solemnly signed the decree for the closure of the Guantanamo prison facility: since 2002, that damning symbol of the George Bush presidency. 'America's moral example must once again be the foundation of our global leadership,' the American president said then, before clarifying that this closing would take effect within a year. Can this commitment be kept? At the moment, nothing is less certain."

City unveils plan to reduce winter natural gas use

CONSERVATION: Campaign is launched to encourage residents to curb fuel use at peak times.

By JAMES HALPIN
jhalpin@adn.com

Published: September 30th, 2009 03:33 PM
Last Modified: October 1st, 2009 09:47 AM

Cold showers, chilly living rooms and microwaved cuisine could be in store for Southcentral residents this winter as local utilities and government leaders search for ways to conserve natural gas.
City and utility executives embraced the conditional use of those tactics and more in announcing a campaign Wednesday aimed at trying to get residents to use less power during winter's peak demand periods, when the mercury plunges deepest.

Under the new scheme, city officials, working with the utilities, created a three-tiered alert system advising consumers how they should help conserve fuel to cut back demand in cases where the system faces an overload.

"I do not want, under my watch, for half the population of the state to not have heat and not have lights," Mayor Dan Sullivan said. "Two of the last three winters we were in situations for several weeks on end where we were at 10 degrees below zero.

"We wanted to be prepared in case there's a problem moving that gas from producers to customers in the extreme situations."

The written plan revealed Wednesday notes that gas supplies are believed to be sufficient to meet Southcentral needs this winter and delivery problems are not anticipated. The plan, however, contends it is "prudent to plan for contingencies."

Last winter, the gas distribution system on several occasions nearly reached its limit. Utility leaders say the problem isn't a lack of gas, it's keeping the lines pressurized during the periods when demand is at its highest.

Here's the new system's color-coded advisory setup, which asks more and more of consumers as conditions worsen:

• Green: Normal operation. Residents are asked to "use energy wisely."

• Yellow: Residents are urged to set living-area thermostats at 65 degrees; 40 degrees in garages. They are asked to lower water heater settings to "warm."

• Red: Thermostats should be set to 60 degrees in living areas and water heater gas valves set to "pilot." Household activities should be consolidated into as few rooms as possible and people should use the microwave for cooking.

It is up to the utilities to initiate a call for more consumer sacrifices but the city manager will issue a new advisory, city spokeswoman Sarah Erkmann said. Many different factors could lead to a potential crisis so there is no set threshold for each alert level, she said.

Asked whether a red alert would have been implemented last winter when the temperature lingered below minus 10 degrees at length, Sullivan said he didn't think so, though a yellow alert might have been possible.

Sullivan said there will be a test of the system Oct. 21 from 6-8 p.m., in which consumers will be asked "to curtail energy use" under the terms of code yellow to see how much power is saved.

At the press conference, Sullivan said officials plan to launch an advertising campaign urging people to adjust their habits if needed, though he acknowledged there was no way to force people to comply. However, executives from Enstar Natural Gas Co. and Chugach Electric Association said their customers are willing to make sacrifices.

"We've actually done surveys to answer that question," said Chugach chief executive Bradley Evans. "Generally speaking, we had about a 70-80 percent reaction that said that they would do voluntary action to reduce the load."

Bob Pickett, chairman of the Regulatory Commission of Alaska, said he thought creating the plan and getting the public on board was "a very responsible effort" that could help avert a potential crisis in the darkest, coldest months.

"I think it's fair to say that the deliverability issues are real and this has been a situation that's been a long time in the making, a lot of reasons for it," he said. "This is real and the actions of conservation on a short-term emergency basis could actually prevent the problem from happening."

Southcentral uses up to an estimated 400 million cubic feet of natural gas a day in winter. Most electricity generated in Southcentral comes from natural gas-fueled power plants -- about 90 percent of Chugach's kilowatt hours and about 85 percent of Municipal Light and Power's come from burning natural gas.

The gas fields in Cook Inlet have long supplied the demand, Sullivan said, but as gas has been extracted the reserves and pressure have declined. And dropping pressure means less gas can move through the lines.

To keep it flowing, the utilities have added compressors to give the gas a push into the Enstar system, ML&P general manager James Posey said. But if a compressor fails, as happened several times last winter, supply might not be able to keep up with demand.

The plan announced Wednesday -- which also includes partners Homer Electric Association and Matanuska Electric Association -- seeks to reduce demand when it is likely to be at its highest. That would be accomplished through the terms of the colored alert system and other voluntary actions like asking commercial operations to reduce their exterior lighting or generate their own power.

It also includes steps the utilities could take to limit demand. For instance, Seward and ML&P could start making power on their own with diesel generators, though that would be more expensive.

Utilities could also curtail power sales to Golden Valley Electric Association and divert gas from the liquefied natural gas plant on the Kenai.

"It's not the volumes of the gas, it's the deliverability," said Colleen Starring, president of Enstar. "During any situation that would require us to become worried that we're going to have an issue, the LNG plant automatically diverts."

In a worst-case scenario, which Sullivan said was unlikely to happen, utilities could implement rolling blackouts around town lasting from 20 to 30 minutes for residences and gas curtailments for commercial accounts.

Asked how long Southcentral Alaskans could expect to find themselves under a warning, Sullivan said it depended on whether the trend of cold snaps seen in the past few winters continues.

"If that continues this winter, next winter, you could be in the yellow situation or maybe even moving into red for a week to 10 days, maybe two weeks," Sullivan said.

Special interests are spreading lies in a shameless ploy to scare seniors away from supporting reform.

The best way to fight back is to spread the facts -- one note, video, and conversation at a time -- until everyone hears the truth that reform will protect seniors and strengthen Medicare.

Dear fellow defender of liberty,

This is it.

The next few weeks will determine whether Barack Obama and the statists in Congress massively increase the government's control over healthcare (16% of the U.S. economy and rising).

Make no mistake, this is one of the most important political battles of our lifetimes; and the actions by Campaign for Liberty activists like you have already made a big impact here in Washington in slowing down and casting doubt on what a few months ago the experts said was a "done deal."

But the statists are pushing back hard. So, I ask for your help today.

Click here to hear an urgent message from Campaign for Liberty President John Tate and then, please, take all the actions John requests.

Liberty must be defended, day-after-day, over-and-over ... when it is not the statists win.

Please listen to John's message and act today.

In Liberty,

Ron Paul

PS. With the healthcare battle now at a crisis, please click here to listen to Campaign for Liberty's President John Tate's message and, please, take all the actions he requests.
